About Fair Housing

Fair Housing is the ability of persons of similar income levels who are seeking housing in similar housing markets and who have like qualifications to have the same ability of housing choices regardless of race, color, national origin, religion, sex, disability (physical/mental) or familial status (presence of children) - as provided under the federal Fair Housing Act.

In addition to the protections provided by the Federal Fair Housing Act, the California Fair Employment and Housing Act of 1959 protects individuals from discrimination on the basis of the following:

  • Ancestry
  • Age
  • Sexual Orientation
  • Gender Identity
  • Marital Status
  • Familial Status (presence of children)
  • Source of Income

Fair Housing in Imperial beach

Under direction of the United States Department of Housing and Urban Development (HUD), the City of Imperial Beach has a responsibility to affirmatively further fair housing.

The City’s Fair Housing Program strives to reduce housing discrimination in the housing rental, sales, lending, and insurance markets on the basis of race, sex, color, religion, national origin, familial status (presence of children), or handicap, in compliance with the Fair Housing Act.  

The City has contracted with CSA to serve as its Fair Housing Program Administrator. CSA is responsible for sponsoring public fair housing educational activities, fair housing outreach activities, and fair housing referral activities, as well as promoting the San Diego Regional Analysis of Impediments to Fair Housing Choice (PDF).

File a Discrimination Complaint

If you believe you have been denied housing or the opportunity to apply for housing in Imperial Beach or have been a victim of illegal discrimination or harassment because of a characteristic protected by federal or state law, email CSA or call 800-954-0441.

You may also file a complaint online directly with the U.S. Department of Housing and Urban Development (HUD).

Information and Tips for Making Your Complaint

  • Make sure to contact CSA within one year of the incident
  • Document as much information as possible
  • Speak to a housing counselor at CSA and provide the facts about the incident
  • Your incident may be referred to a legal representative for further investigation
  • An attempt will be made to assist in resolving the issue
  • If the issue remains unresolved and there is evidence that a violation has occurred, the complaint may be tried in court
